Plants in NC VIA NYTIMES

According to the NY Times, the State of North Carolina has carried out more enforcements than any other state against power plants that violate the "Clean Water Act". The plants that dump or allow toxic waste to seep into NC water sources (including those that provide many with drinking water) have been fined for about eighty-five percent of their collective violations. Unfortunately, the fines themselves have amounted to no real change in the practices of the violating plants due to the fact that they're so small. The concern about plants corrupting water arose after Power plans made efforts to cut back air pollution with alternative forms of waste output.
